As a partner in the Asia Pacific Partnership, Australia’s Department of Resources, Energy, and Tourism and the National Generators Forum (NGF) hosted a Brown Coal (Lignite) Best Practice Workshop in Melbourne, Australia between Monday 23 June and Friday 27June 2008. The project had two components - an information exchange workshop held at the Melbourne Hilton Hotel and a site visit to the Latrobe Valley. International and industry presentations (a maximum of 10) were sought to provide a range of views on best practice at the Melbourne Workshop.
The National Generators Forum directly represented the 22 major power generators in Australia’s National Electricity Market. The NGF promotes efficient investment in new technology and is committed to protecting the environment, including the abatement of carbon dioxide emissions. The strength of this workshop flowed from a shared commitment between Australia’s Department of Resources, Energy, and Tourism and the National Generators Forum to improve power generation efficiency and reduce pollutants.
This workshop was built on the experiences and lessons shared since the inception of the Power Generation and Transmission Task Force, with particular application to the April 2007 Japanese, February 2008 Indian, and planned May 2008 American site visits. Hazelwood and Loy Yang, two of Australia’s leading brown coal (lignite) power generators, hosted participants at their sites, provided opportunities for discussions on technology and process innovations at the practitioner level. The workshop was coordinated by the Australian company Noetic. Noetic has worked in support of other Asia Pacific Partnership Task Forces on behalf of the Australian Government.
The workshop was focused primarily on plant engineers and representatives from power generators in Partner countries, thus it was appropriate for government and other industry representatives to participate. The peer review activity primarily targeted and benefited the personnel responsible for the daily monitoring, operation maintenance, and plant efficiency of brown coal (lignite) plants. During the peer review activity, partner country representatives engaged in a review of Australia’s brown coal (lignite) power plants, continuing the process of learning “best of kind” operation, maintenance, and management practices.
