The Methane to Markets Partnership Coal Subcommittee met April 29 - 30, 2008 in Cagliari, Sardinia, Italy. The Subcommittee meeting focused on developing country-specific strategies for coal mine methane project development and implementation, and on ways to more effectively engage the private sector. एशिया-प्रशांत के साझीदार देशों के हिस्से में दुनिया के कुल प्राइमरी कोयला उत्पादन का 65 प्रतिशत आता है। कोयला न सिर्फ साझीदार देशों में बल्कि विश्व स्तर पर भी ईंधन का मुख्य स्रोत है। आने वाले दशकों में इसके इस्तेमाल में कोई कमी आने वाली नहीं है। कोयले की खनन क्षमता और प्रॉसेसिंग में सुधार और कोयला खदान मीथेन गैस की मॉनिटरिंग और नियंत्रण में सुधार से उत्सर्जन में कटौती और कार्यस्थल सुरक्षा में महत्वपूर्ण योगदान किया जा सकता है। कार्य बल खनन वाले इलाकों, रन ऑफ, बेकार पड़ी खदानों और बेहतरीन सुरक्षा प्रणालियों की पुनर्प्राप्ति और पुनर्वास के काम को भी अंजाम देंगे। कोयला खनन कार्य बल स्वच्छतर जीवाश्म ईंधन कार्य बल के साथ मिल कर काम करेगा। और कोयले की प्रॉसेसिंग और नई कोयला आधारित उत्पादन टेक्नोलॉजियों के सुधार में बेहतर तालमेल को सुनिश्चित करेगा।
उद्देश्य
खनन और प्रॉसेसिंग की क्षमता और अर्थव्यवस्था में सुधार करने लायक टेक्नोलॉजियों और कार्य पद्धतियों को सुनिश्चित करना और सुरक्षा में सुधार तथा पर्यावरणीय प्रभावों को कम करना।
प्रत्येक राष्ट्र की परिस्थितियों के अनुरूप क्षमता संवर्धन, उत्सर्जन की सघनता और खदान पुनर्प्राप्ति से जुड़े यथा उचित लक्ष्यों को निर्धारित करना।
हरेक देश में मौजूदा पुनर्प्राप्ति की गतिविधियों की पहचान करना और खनन भूमियों के संबंध में पुनर्प्राप्ति की सबसे अच्छी कार्यपद्धतियों की सूचना आपस में बांटना। कार्बन सीक्वेस्ट्रेशन हेतु अवसरों में सुधार के लिए संवर्द्धित सतह रीक्लेमेशन पद्धतियों पर विशेष फोकस रहेगा।
