As a partner in the Asia Pacific Partnership, Australia’s
Department of Resources, Energy, and Tourism and the
National Generators Forum (NGF) will host a Brown Coal
(Lignite) Best Practice Workshop in Melbourne, Australia
between Monday 23 June and Friday 27June 2008. The project
has two components – an information exchange workshop held
at the Melbourne Hilton Hotel and a site visit to the
Latrobe Valley. International and industry presentations (a
maximum of 10) will be sought to provide a range of views on
best practice at the Melbourne Workshop.
The National Generators Forum directly represents the 22
major power generators in Australia’s National Electricity
Market. The NGF promotes efficient investment in new
technology and is committed to protecting the environment,
including the abatement of carbon dioxide emissions. The
strength of this workshop flows from a shared commitment
between Australia’s Department of Resources, Energy, and
Tourism and the National Generators Forum to improve power
generation efficiency and reduce pollutants.
This workshop will build on the experiences and lessons
shared since the inception of the Power Generation and
Transmission Task Force, with particular application to the
April 2007 Japanese, February 2008 Indian, and planned May
2008 American site visits. Hazelwood and Loy Yang, two of
Australia’s leading brown coal (lignite) power generators,
will host participants at their sites, providing
opportunities for discussions on technology and process
innovations at the practitioner level. The workshop will be
coordinated by the Australian company Noetic. Noetic has
worked in support of other Asia Pacific Partnership Task
Forces on behalf of the Australian Government.
The workshop is focused primarily on plant engineers and
representatives from power generators in Partner countries,
although it may be appropriate that government and other
industry representatives will also participate. The peer
review activity primarily targets and benefits the personnel
responsible for the daily monitoring, operation maintenance,
and plant efficiency of brown coal (lignite) plants. During
the peer review activity, partner country representatives
will engage in a review of Australia’s brown coal (lignite)
power plants, continuing the process of learning “best of
kind” operation, maintenance, and management practices.
Goals
1.
To build on the experiences and lessons from previous power
plant site visits by actively utilising and improving the
“Coal Fired Power Plant Efficiency Improvement Checklist”,
generated during the power plant site visit hosted by the
Japanese, and enhanced by the site visit hosted by the U.S.
This activity will focus on adding brown coal (lignite)
efficiency improvements to the checklist.
2.
To provide a forum for information exchange on technology
and/or process enhancements focused on increasing the
operational efficiency of brown coal (lignite) among Partner
nations.
3.
To provide a forum for representatives of Partner nations to
openly discuss the challenges to brown coal (lignite)
efficiency improvements, and the opportunity to learn from
each other to identify ways to reduce overall emissions into
the environment.
High Level Itinerary
Site visits to two of Australia’s brown coal power plants
will comprise the majority of the conference. Participants
will be divided into groups to undertake a program between
